Covid-19 extraordinary measures. Suspension of teaching activities

In order to contain the transmission of the virus and reduce the spread of the COVID-19 disease, and following the Recommendation to scientific and higher education institutions in the context of the extraordinary measures for the state of emergency issued by the Ministry of Science, Technology and Higher Education, dated January 21, 2021, available on the website of the Directorate-General for Higher Education, and in view of the announcement by the Council of Ministers on the closure of all educational establishments, the Rector determine:

On January 13, the President of the Portuguese Republic declared a state of emergency, due to the state of public calamity caused by the COVID-19 pandemic. In addition, and despite legal measures to regulate the state of emergency, the country has witnessed, in recent days, a further increase in the number of contagions and deaths.

In order to contain the transmission of the virus and reduce the spread of the COVID-19 disease, and following the Recommendation to scientific and higher education institutions in the context of the extraordinary measures for the state of emergency issued by the Ministry of Science, Technology and Higher Education, dated January 21, 2021, available on the website of the Directorate-General for Higher Education, and in view of the announcement by the Council of Ministers on the closure of all educational establishments, I determine:

a) The suspension of all classroom activities (classes and evaluations) in person at the University of Algarve, with effect from January 22, 2021, until otherwise indicated;

b) The adoption by the organic units, with a sense of urgency and whenever possible, of teaching activities (classes and evaluations) by means of distance learning;

c) The continued operation of university libraries, residences and canteens, in order to guarantee strict support for UAlg students;

d) Services provided by the Academic Services, IT, International Relations and Mobility Office and Social Action Services, as well as by other Services, offices and support structures for the academic community will be ensured by videoconference or other communication services;

e) Teleworking is the norm, whenever it is compatible with the functions performed by the worker, namely, functions that can be performed outside the workplace through the use of information and communication technologies, without prejudice to the normal operation of in person services that are considered essential;

f) Access to the Campi of the University of the Algarve is conditioned at night, with the gates closing at the following times:

  • Monday to Friday - from 8 PM;
  • On Saturdays, Sundays and holidays - teachers/researchers may, exceptionally, access the buildings, for carrying out research or work in progress that cannot be postponed.

Exceptionally, on the 24th of January, between 7.00 am and 11.00 pm, access to the Gambelas Campus will be allowed, through the entrance next to the Ordinance (main entrance), in order to enable citizens to exercise their right to vote in the election for the Presidency of the Republic.

g) Private workers who are working on the premises of the UAlg may continue to develop their activity, and must ensure strict compliance with the current legislation, rules and guidelines of the General Directorate of Health regarding the simultaneous occupation of spaces, permanence, physical distance, use of personal protective equipment, ventilation and reinforcement of personal hygiene measures.

These measures will be adjusted or complemented through a Rector's Order if the circumstances, rules and recommendations so require.

Order RT.14 / 2021 of January 14, is hereby revoked in everything that contradicts this Order.

The University of Algarve appeals to all members of the academic community for serious and responsible compliance with the general duty of home confinement.

This Order is effective immediately and is to be widely disseminated, namely by e-mail and publication on the Academic Portal and the University of Algarve’s official website.
